Overview
City Council is comprised of a mayor elected at-large and six council members, two of whom are elected at-large and four who are elected from their respective districts.
Members of City Council serve a four year term, with elections conducted every two years allowing for staggered terms. Together they constitute the legislative body of the City. The city of Greenville operates under the Council-Manager form of government.

The GVL2040 Plan gave us a vision for our city. City Council’s priorities give focus and direction to our daily work. It’s important to track our progress and celebrate our successes.
How do City Council priorities affect you?
Neighborhoods and Affordable Housing
Supports balanced development that protects established neighborhoods, provides affordable housing and addresses infrastructure needs including public facilities, sidewalks and traffic calming measures.
Economic Development
Strengthens our economy through strategic planning, business recruitment and retention, the creation of an entrepreneurial ecosystem and the select use of annexation. We commit to maintaining a vibrant, mixed-use downtown and commercial nodes throughout the city.
Recreation, Open Space, and Environmental Sustainability
Protects our environment, green space, and natural resources with a commitment to clean energy, river quality and restoration; enhances our zoo, parks and trail system, and protects and grows our tree canopy.
Public Safety and Engagement
Provides superior emergency services to residents and businesses that meet the highest professional standards. Conduct City business with transparency, ensure diversity in citizen participation so all citizens are heard.
Mobility
Increases mobility through smart traffic planning, roadway design, expanded public transportation service and the maintenance and enhancement of existing street, sidewalk, bike lane and trail networks.
The City Manager and staff shall take actions deemed necessary or advisable to further the stated priorities with a commitment to diversity and inclusion in decision making, and to regularly report progress on stated priorities to City Council.

Formal Meeting Agenda and Minutes
The purpose of the meeting agendas are to provide an outline for the orderly and efficient conduct of council meetings. The agenda sets forth the specific items of business (generally ordinances and resolutions) and the order in which City Council will consider them. City Council is pleased to provide information packets of its formal meetings including agendas, minutes, and support material for each discussion item listed on the agenda.
Agendas and packet are anticipated to be posted on the site by 3:00 p.m. on Fridays preceding the meeting. For questions or comments regarding current Council agendas and minutes, please contact the City Clerk at 864-467-4431.
Citizens wishing to address Council are requested to contact the City Clerk by 12:00 p.m. on the day of the meeting to provide their contact information and agenda item they wish to speak on. Names will be added to a sign-In list and individuals will be acknowledged one at a time to provide public comments for no more than three (3) minutes.
